The Imperium has a spot to accommodate everyone, from those willing to work for the brighter future of the Imperium, to those just seeking shelter and protection without wanting to commit to the greater whole.
Residents
Residents are people who wish to benefit from the Imperium's protection without committing to it. They are free to have their own agenda, and just have to pay taxes in order to get a spot of land within Imperial territory and benefit from protection and services from the Imperium.
Resident guilds are called Protectorates.

Members
When creating the Aegis Imperium, we tried to keep its structure as horizontal as possible. Dabbling in red tape and bureaucracy is not something that any of us favor. As such, the Imperium is agile, fluid and able to quickly react to any unforeseen situation. Our members are indeed able to operate and organize themselves without the need for designated guild leader and officers.
Any single member within the Imperium can end up in a leadership position at one point or another. This requires a very high initiative from every single member.
Cells
The Imperium members organize themselves in Cells.
A cell is a person or a group of people dedicated to a task or a role within the Imperium. Cells always have at least one liaison: a person who is responsible for communicating with people outside of the cell, giving status reports, or acquiring help from other cells to complete an objective. Cells can organize themselves in any manner they see fit, so the liaison does not always have to be the leader of the cell. As a matter of fact, a cell may have no leader at all, or have a group of leaders - it's really up to the cell to organize itself internally.
